Training Opportunities Program (TOP)

TOP may approve your program if it meets the full-time requirement.

DUA considers full-time:

  • At least 20 hours per week of supervised in-class instruction, and
  • 12 semester credits for each period, or the equivalent.

Please follow the steps below to apply to the college, register for classes, and apply for financial aid:

  1. Explore Programs of Study

    Visit the BHCC Programs of Study page and use the search box to look up Certificate or Associate Degree programs for more details.
    If you have specific questions about a program, please contact the academic department directly for further information.
  2. Apply for Admission

    Apply to a Certificate or Associate Degree (credit) program online:

  3. Take the Assessment Test

    If you're enrolling in credit courses, you may be required to take an assessment test.

  4. Register and Pay for Your Classes

    Once accepted, log in to your student account to register for classes and submit payment.
  5. Apply for Financial Aid

    If you are enrolling in credit courses, you can apply for financial aid here:

  6. Submit Your TOP Form

    After registering for your classes, please send your TOP form to elva.singal@bhcc.edu. The Workforce department will assist you in completing your application and will return it to you for submission to the TOP office. Please allow up to 72 hours for processing.

What is TOP?

The Training Opportunities Program (TOP) is an extension of unemployment benefits for individuals enrolled in a full-time, approved training program.

I am already registered at BHCC. When should I apply for TOP?

If you are already registered and taking courses at BHCC, you should apply for TOP before your 20th paid week of unemployment benefits.

I am a new student. How do I apply for TOP?

If you are a new student interested in the TOP program, it is strongly recommended that you apply to college well before your 20th week of unemployment benefits. Be sure to review your program of study requirements and application deadlines, as some programs may close before TOP eligibility deadlines.

How do I know if I qualify for TOP?

You may qualify for TOP if:

  • You are pursing new skills that will improve your employment opportunities
  • You are able to attend a full-time training
  • You apply before your 20th paid week of unemployment benefits
  • You have reviewed your remaining weeks in your Unemployment Services for Workers account

What courses are covered under TOP?

Currently, all credit-bearing programs are TOP-compliant. The Department of Unemployment Assistance (DUA) defines full-time enrollment as at least (12 semester credits or 20 hours per week of supervised in-class instruction).

What should I do after applying for TOP?

It is your responsibility to maintain full-time enrollment status at all times while participating in TOP.

If you have questions about your eligibility or benefits, please make an appointment with DUA Department of Unemployment Assistance.

Is there any way to expedite the TOP process?

No. The TOP approval process can’t be expedited. If you would like an update on the status of your application, please contact the TOP office directly.

DUA is requesting proof of enrollment or program participation. What should I do?

While participating in TOP, it is your responsibility to maintain full-time enrollment.

If you need an enrollment verification letter, email elva.singal@bhcc.edu with the subject line "TOP Verification Letter" and include your full name and BHCC student ID number in the email. Please allow up to 3 business days for processing.

If you need proof immediately, you can log in to your Self-Service account, navigate to your Course Plan, and select Print to generate a copy of your current enrollment information.
